Plans for major catastrophic events have to be regularly tested in exercises. The requirements are high: Hundreds of participants must work closely together. We have developed a system for the evaluation of major catastrophic events, in which hardware and software interact well under adverse conditions.

The background: Nobody likes to think of catastrophes. But protagonists in disaster relief must be prepared: They have to plan for all conceivable 'major catastrophe events' and they are testing those plans frequently. Only those who exercise regularly can react accordingly in cases of emergencies. The complexity of the exercises is vast: Fire brigades, police, rescue services, hospitals, THW (technical aid organisation) and other organisations - hundreds of participants have to work closely together.

In order to evaluate such major catastrophe events, we have developed a tablet-based analysis tool for the Institute for Rescue Engineering and Security (IRG) at the Technical University of Cologne. This allows you to capture events such as treatment or transport via tablet app during an exercise. In real-time data is transferred to the system, evaluated and visualised.

The System:
The nTED emergency case system consists of three components:

  • The app on manageable-sized Android tablets (included)
  • A web-based application for configuring the exercise and evaluation
  • The case as a server and mobile WLAN hotspot at the same time

The web-based Android app is pre-installed on the participants' tablets. Since such an exercise also takes place in areas without a network, the app synchronises via mobile server, which provides its own WLAN. Configuration and analysis are made possible by a web application running on the mobile server. Frequently, nTED is configured as a whole system (case, 30-50 tablets) so that the participants do not need to use their own mobile phones. This makes nTED a fully autonomous integrated system.

CHALLENGE MET

MANV Test: An important milestone for nTed was the rescue operation test at a large MANV exercise 2015 in Cologne. In case of a mass incidence of injured persons (MANV) an enormous number of affected persons must be looked after.

Unlike a mere software project, nTED consists of a hardware component: the nTED case, which has withstood the heavy demands of the exercise. Since then the emergency case has been actively refined, and it is available from us.
